To get the App Press preview app and have the ability to publish apps you need to pay a one-time $500 setup fee.

When I finish a project in App Press how do I publish my app?
Once your project is finished in App Press we will sumbit the app through your Apple developer account for $1,500 (Your first app is only $1,000 after the setup fee).
